What’s on the Racine Public Works Committee agenda (highlights)

1) Final payment: Contract 2025010 “Assessable Streets and Alleys” — $1,407,331.28

This vote would approve the final payment for the 2025 assessable paving and related work.

Why it matters: It closes out a major public works contract that includes work tied to assessments for some property owners.

2) Change Order No. 1 (Contract 2025010) — +$123,239.94

DPW is submitting Change Order No. 1 for $123,239.94, increasing the contract total from $1,284,091.34 to $1,407,331.28. DPW says the original contract was approved April 14, 2025, under Resolution No. 0326-25.

In its memo, DPW lists the largest funding components as DPW Concrete Alley Paving (general obligation borrowing) $67,615.70, Storm Sewer Miscellaneous Locations $27,908.84, Concrete Street Paving $19,344.16, and DPW Sidewalk Replacement $10,611.94.

Why it matters: Change orders show how field conditions and scope changes affect costs after a contract is awarded.

3) Mt. Pleasant Street project (State Project ID 2703-09-02): appraisal and acquisition services — up to $131,440

The committee will consider authorizing up to $131,440 for appraisal, appraisal review, and acquisition services tied to Mt. Pleasant Street (Rapids Drive to Romayne Avenue), affecting 30 parcels.

Why it matters: This is a key step toward construction, and one where affected property owners typically need clear timelines and communication.

4) Assessable alley (2027 pipeline): preliminary resolution

DPW is asking the committee to introduce a preliminary resolution for an assessable alley project bounded by Walton/Layard/Charles/Geneva (north-south). DPW says all costs would be paid by abutting property owners.

5) Parking changes near Red Apple (school days)

DPW recommends amending the municipal code to add:

  • No stopping, standing or parking (7:30 a.m.-4:30 p.m. on school days, except school buses): Center Street, west side, from Tenth Street south to Eleventh Street.
  • Loading zones (7:30 a.m.-4 p.m. on school days):
    • Tenth Street, south side, from Center Street west 325 feet
    • Eleventh Street, north side, from Center Street west 325 feet

DPW says the change has no fiscal obligation and could take effect immediately if approved.

6) Bryant Center parking lot addition: change order — $13,650 and 31-day extension

PRCS is requesting a change order to add high mast lighting, increasing the contract by $13,650 and extending it by 31 days.

3 questions to listen for

  • For Contract 2025010, which specific streets, alleys and utility locations were included in the 2025 scope?
  • What specific field conditions or scope additions drove the $123,239.94 change order?
  • For the Red Apple parking restrictions, what’s the signage and enforcement plan, and when would it start?
