City Administrator authorized to execute the contract with Richland County for EMS

RICHLAND CENTER, WIS. (WRCO / WRCE) – The Richland Center City Council authorized the City Administrator to execute the final contract with Richland County for Emergency Medical Services (EMS) prior to January 1, 2026 at its meeting Tuesday night.

This authorization is contingent upon the final contract incorporating the following conditions: the inclusion of provisions addressing joint district formation to ensure the City’s future levy adjustment eligibility; a clear commitment of all relevant EMS assets to continuous service beyond the current contract term; and the utilization of the agreed-upon, accurate four-year call average in the final financial calculations and terms of the agreement.

The council also approved an Ordinance establishing prohibited parking on portions of North Cedar Street, East 8th Street, and North Pearl Street.

Ryan Burns from the League of Wisconsin Municipalities presented a proposal for Baer Insurance as a provider for all property and personnel of the city. The premium for an $80 million policy would be $214,400. The council unanimously approved moving forward with Baer Insurance.

In other action items the council approved

Re-establishing the City/County Ad Hoc Committee

  The 2026 Annual Taxi Licenses contingent upon completion of vehicle inspections and providing any further information as requested by the Police or City Deputy Clerk.

The Audit Engagement Letter with Johnson Block & Company, Inc. for the fiscal year ended December 31, 2025, and authorize the City Administrator to sign the document.

A Heater Replacement project to Jelinek Plumbing & Heating at a cost of approximately $5,550.

To raze and restore the property at 695 North Chestnut Street.

The adoption of an updated Outdoor Recreation Plan.

An amendment to the Code of Ordinances for the Bond Treasurer.

Doug Martinyk was elected to serve as the city representative for the County Ambulance Service.

Fire Chief Scott Gald reported that the department is on a record pace for response for calls. He also reported that while many departments around the state are understaffed, the Richland Center Fire Department is in a good place with 47 firefighters.
