Green Bay seeks input on housing and community development

GREEN BAY, WI—(WGBW)— The City of Green Bay invites residents to provide input into how the city will use federal community development funds to create affordable housing and strengthen neighborhoods in the next five years. 

The city is developing two key documents to guide the allocation of federal funding. They are:

  • A Consolidated Strategy and Plan for Housing and Community Development covering 2025-2029, which sets the blueprint for addressing community needs
  • An Annual Action Plan for 2025, which details specific programs for the coming year

The plans will determine how millions of dollars in federal Community Development Block Grants and HOME Investment Partnership funds will be used to help low and moderate-income families find affordable housing. 

A press release from the city says it is facing housing challenges. Green Bay needs between 3,314 and 7,441 new rental units by 2040 to meet demand. Currently, there’s a shortage of 3,715 affordable rental units for the lowest-income residents. With home prices rising 14% in the past year to a median of $285,000, many working families are being priced out.

  • Green Bay has been working to address these challenges through various programs. The Green Bay Housing Authority provides affordable housing where tenants pay just 30% of their income for rent. 
  • NeighborWorks Green Bay has helped create or renovate 466 homes and apartments. 
  • The city recently received nearly $2 million in federal HOME-ARP funding to create new affordable rental units and provide supportive services specifically for homeless individuals and families.

The Redevelopment Authority of the City of Green Bay will hold a public hearing on Thursday, July 3, 2025, at 5:30 p.m. This meeting will take place both in-person in Room 604 of City Hall (100 N Jefferson Street) and virtually via Zoom for residents to share their thoughts on housing and community needs. Input will influence how federal funds are prioritized and used in Green Bay neighborhoods.
