RCHS Contemplates Curtailing Cell Phone Usage

RICHLAND CENTER, Wis (WRCO / WRCE) – The Richland School Board discussed a high school proposal to change to the current cell phone allowances and restrictions at a meeting Wednesday night.

This new language would restrict all cell phone use during the day, whereas it is currently allowed in common areas before and after school, during passing times, and during lunch. The purpose of this change is the district’s commitment to creating a safe, focused, and supportive learning environment.

While the district understands that some families may have concerns, research and experience show that limiting personal device use in schools leads to better academic outcomes, healthier social interactions, and safer emergency responses. Some key reasons behind this decision for this change include:

  • To support safety in emergencies: Cell phone use during a crisis can create confusion, spread misinformation, and interfere with emergency response plans. Experts agree that phones do not make students safer in these situations.
  • To ensure focused learning environments: Eliminating cell phone distractions allows students to concentrate better, participate more fully, and stay engaged in their coursework throughout the day.
  • To reduce digital distractions and stress: Going phone-free helps limit social media pressures and peer drama, both of which are known to increase student anxiety and reduce academic performance.
  • To preserve clear communication systems: If there’s a change in pick-up plans or a family emergency, parents can call the school office. Staff will make sure the student receives the message promptly.
  • To encourage healthy boundaries with technology: By setting limits on phone use during school hours, it helps students develop healthier habits around screen time and more meaningful in-person interactions.

Parents are invited to contact the district with any concerns about this recommendation they may have. This recommendation will come back to the Board for action at the July 16 meeting.
